The Target page says military, veterans and family members. It does not break out active duty, reservists, retirees, spouses or dependents. Secondary sources describe verification as 'service member or dependent' and list active duty, National Guard, reservists, veterans, spouses and dependents.

Limits and exclusions
Secondary sources (militarymoneymanual.com, thekrazycouponlady.com, consumeraffairs.com) report a separate 10% off Circle offer good on two transactions, run around 26 June - 4 July and around 31 October - 13 November, raised to 20% for the 2026 July window. That 10%/20% figure is NOT on the official Target page read.
