Active duty and retired US military, including National Guard, Reservists, Coast Guard, Space Force and the Public Health Service and NOAA Corps, plus eligible spouses. Veterans who are not retired are NOT eligible; the exception reported is a 100% permanently disabled veteran holding the corresponding military ID. DoD civilians are reported as no longer eligible.
